"Thirteenth Five-Year" ecological protection has achieved remarkable results

"The blue sky is getting more and more, the rivers are getting clearer, and the ecology is getting better and better." This is the people's personal experience of the changes in the surrounding environment in the past five years. Since the "13th Five-Year Plan" first incorporated the concept of green development, my country's ecological civilization construction has been unprecedentedly vigorous. The three major defense battles of "blue sky, clear water, and pure land" have been launched one after another, major ecological protection and restoration projects have been deepened, and pollution prevention stage The sexual goals have been successfully achieved, the overall quality of the ecological environment has improved, and the people's sense of attainment, happiness and security in the ecological environment has continued to increase.

Zhao Yingmin, the vice minister of the Ministry of Ecology and Environment, said at a press conference of the State Council Information Office a few days ago that the five years of the "13th Five-Year Plan" are the five years in which the ecological environment quality has been improved the most and the ecological environment protection has developed the best.

Regarding the adjustment and optimization of the industrial structure, the country’s iron and steel production capacity was about 200 million tons, and all 140 million tons of ground strip steel were cleared. In terms of energy structure adjustment and optimization, during the "13th Five-Year Plan" period, my country’s carbon dioxide emissions per unit of GDP have dropped by 18.2%. The energy structure is further cleaned and low-carbon. In 2019, my country’s domestic coal consumption accounted for 57.7% of total energy consumption, exceeding the goals and tasks of the “Thirteenth Five-Year” national energy plan; the increase in non-fossil energy accounted for 40% of the increase in primary energy consumption, compared with An increase of 14% during the 12th Five-Year Plan period has made important contributions to safeguarding national energy security and accelerating the energy revolution.

In addition, in terms of air and water quality, in 2019, the proportion of days with good air quality in 337 cities at prefecture-level and above reached 82%. The quality of centralized groundwater sources of drinking water in cities and towns in my country has generally remained stable, and the water quality compliance rate has remained stable above 90%. In 2019, the total national solid waste imports were 13.478 million tons, a year-on-year decrease of 40.4%. By the end of this year, zero solid waste imports will be basically achieved.

Dong Zhanfeng, a researcher at the Environmental Planning Institute of the Ministry of Ecology and Environment, pointed out that during the "13th Five-Year Plan" period, the main objectives and tasks of my country's ecological environment protection were basically completed, laying a solid foundation for the development of the "14th Five-Year Plan" and the realization of the 2035 long-term goal.

The "Proposal" clarifies a series of specific tasks, including supporting green technology innovation, promoting cleaner production, developing environmental protection industries, promoting green transformation of key industries and important areas to reduce carbon emission intensity, and supporting places where conditions permit to take the lead in reaching peak carbon emissions. Formulate an action plan for peak carbon emissions before 2030.
